The New Philippine Aquarium is a Go!
Its confirmed there is going to be a new public aquarium in Manila:

And the Philippine government website also confirms this,
PTA, Chinese group ink accord on Boardwalk redevelopment.
It would seem that they were able to solve the problems with the vendors as well.
